Założeniem projektu była realizacja następujących celów: 1) rozwinięcie zdolności analitycznych uczestników programu, 2) wsparcie rozwoju think tanków i organizacji pozarządowych w Rosji poprzez wzmocnienie istniejących sieci kontaktów, 3) promocja kontaktów pomiędzy polskimi i rosyjskimi think tankami oraz wypracowanie modelu dalszej współpracy.
