MIGRATION OF HEALTHCARE WORKERS

With the EU’s enlargement to Eastern Europe, much attention has been concentrated on the effects of migration from the Central and Eastern European Member States to the former EU15 countries, including the reasons, characteristics, scale and consequences. A lot of focus has been given to the problems of mobility of medical staff, especially in the context of the deficits of the workforce of both the receiving and sending countries. This is caused not only by migration itself, but by problems of a structural nature. 
 
Poland, as many countries in the region is struggling with regional labour shortages in the health care sector and the phenomenon of emigration of doctors and nurses is slowly making Poland an attractive country for medical staff from outside the EU. However, both in Poland and the entire region, immigration from outside the EU is still a marginal phenomenon. At the same time, Germany is one of the main destinations for Polish medical personnel, including both doctors and nurses. 
The main aim of the seminar will be to present and discuss the results of the Institute of Public Affair’s research on the migration of highly qualified Ukrainian and Polish medical personnel to Poland and Germany.  Moreover, we wish to discuss current trends in the mobility of health professionals to, from and within the EU, as well as policies addressing this type of migration. We would appreciate if you would comment on the report and present your views on the subject.
