The care sector in crisis. Challenges for social partners in Central and Eastern Europe

Pobierz publikację:
The report analyses the situation of the care sector (long-term care, early childhood education and care, social assistance) in 12 Central and Eastern European countries. The findings show chronic underfunding, staff shortages, low wages and difficult working conditions, which worsen the quality of services and threaten their accessibility. Social dialogue in most countries is underdeveloped and fails to address key issues. The report emphasises the need to strengthen sectoral dialogue and to implement European standards on the financing of care services and the protection of workers' rights.

This report was published under the project CEE CAW ‘Challenges for Organising and Collective Bargaining in Care, Administration and Waste collection sectors in Central and Eastern European Countries’, which was led by the Institute of Public Affairs (Warsaw). The other partners were the: Bulgarian Academy of Sciences (Sofia), Central European Labour Studies Institute (Bratislava), Lithuanian Centre of Social Sciences (Vilnius), Centre for Democracy Foundation (Belgrade) and the European Federation of Public Service Unions (Brussels).
