The report provides a comparative analysis of the data collected in the course of the research on national collective bargaining systems and social dialogue in the central public administration sector. The fieldwork (backed by desk research) was conducted in 12 Central and Eastern European (CEE) countries in 2024. The project’s main objective is to shed light — with a view of enhancing understanding — on the role of collective bargaining and other forms of social dialogue in devising public policies to mitigate key problems (identified by the research) in the CPA sector.
This report was published under the project CEE CAW ‘Challenges for Organising and Collective Bargaining in Care, Administration and Waste collection sectors in Central and Eastern European Countries’, which was led by the Institute of Public Affairs (Warsaw). The other partners were the: Bulgarian Academy of Sciences (Sofia), Central European Labour Studies Institute (Bratislava), Lithuanian Centre of Social Sciences (Vilnius), Centre for Democracy Foundation (Belgrade) and the European Federation of Public Service Unions (Brussels).
