Ukrainian artists-freelancers on the Polish labour market

Working in the freelance professions is characterised by a high risk of precarity, due to the lack of a stable and regular income, irregularity of orders, project-based activities and so on. In the context of forced migration to Poland, Ukrainian female refugees-freelancers additionally face the language barrier, the specificity of a different labour market, clients and recipients, the lack of social networks developed in the home country. In many cases, they also had to leave their tools & workshop in Ukraine, which may generate difficulties in practicing one's profession, obtaining and executing orders.

The Internet and the post-pandemic opening of institutions to online activities potentially create opportunities to work outside the borders of one's country, or to work in the transnational space. In response to the Russian war of aggression, cultural institutions also announced additional funds for the representatives of creative professions from Ukraine. However, the rising inflation and many months of Poles' involvement in helping Ukraine and Ukrainians have had an impact on consumption styles and consumer behaviour. The feeling of saturation with the issues of war and Ukraine may translate into lower interest in products and cultural events related to this topic.

Our project is dedicated to Ukrainian female artists and freelancers. It aims to:

- analyse the specific challenges, barriers and needs of freelancers & artists from the perspective of continuing their artistic activity in Poland,
- exchange the experiences between Ukrainian artists and broadly understood cultural institutions and recipients of activities,
- create and transfer knowledge on the long-term integration of freelancers from Ukraine who found themselves in a refugee situation, making it easier for them to function in the new reality in Polish society and on the Polish labour market, drawing from German experiences in the area of supporting the integration of refugees into the labour market.

Project duration: April-June 2023.

Within the project, on May 31st, 2023, at the Goethe-Institut in Warsaw, we organised a debate "Ukrainian refugee artists on the Polish labour market". Ukrainian female artists who came to Poland because of the war and continue their artistic activity, as well as experts from Polish and German cultural institutions discussed the challenges, barriers and needs from the perspective of continuing artistic activity in Poland and from the perspective of Polish and German cultural institutions.



The project is implemented by the Institute of Public Affairs, the Goethe-Institut and the Foundation for Polish-German Cooperation. Co-financed by the Ministry of Foreign Affairs of the Federal Republic of Germany, within the line "Bridges of the future. Poland and Germany for Ukraine.



Українські художники-фрилансери-ремісники на польському ринку праці

Проект присвячений українським художницям, фрілансерам та майстриням, які внаслідок нападу Російської Федерації на Україну були змушені виїхати до Польщі.
Робота у вільних професіях характеризується високим ризиком нестабільності через відсутність стабільного та регулярного доходу, нерегулярність замовлень, проектну діяльність тощо. В контексті вимушеної міграції до Польщі українські біженки-фрілансери змушені додатково зіткнутися з мовним бар’єром, специфікою іншого ринку праці, клієнтами та одержувачами, відсутністю соціальних мереж, розвинутих у рідній країні, а іноді залишати майстерню в Україні, що може створити труднощі у практиці своєї професії, отриманні та виконанні замовлення.

Інтернет і відкриття установ після пандемії для онлайн-діяльності потенційно створюють можливості для роботи за кордоном або роботи в транснаціональному просторі. Реагуючи на ситуацію, заклади культури також анонсували додаткові кошти для представників творчих професій з України. Проте зростаюча інфляція та багатомісячна участь поляків у допомозі Україні та українцям впливають на стиль споживання та споживчу поведінку. Відчуття насиченості темою війни та України може вилитись у зниження інтересу до продукції та культурних подій, пов’язаних із цією темою.

Наш проект має на меті:
- аналіз специфічних проблем, бар'єрів і потреб цих жінок з точки зору продовження мистецької діяльності в Польщі,
- обмін досвідом між українськими митцями та широкими культурними інституціями та реципієнтами діяльності,
- створення та передача знань щодо довгострокової інтеграції фрілансерів з України, які опинилися в ситуації біженця, полегшення їх функціонування в новій реальності польського суспільства та на польському ринку праці, використовуючи німецький досвід у цій сфері .

Тривалість проекту: квітень-червень 2023 року.

Проект реалізують Інститут громадських справ, Goethe-Institut та Фундація польсько-німецької співпраці. Співфінансовано Міністерством закордонних справ Федеративної Республіки Німеччина, в рамках проектної лінії «Мости майбутнього. Польща та Німеччина для України.
