Co-enforcement of labour standards – a review of practices in Austria, Finland, Poland and Spain.


Representatives of the Institute of Public Affairs together with the SPLIN project partners  from Austria, Finland and Spain reviewed  the preliminary research results of  the first phase of the project in a meeting held in Barcelona.

The research focused on initiatives involving social partners in labour standard enforcement in two sectors: construction and  international maritime transport.

The practices identified in the construction sector presented at the meeting included, among others: the activities of the Austrian BUAK, which cooperates with employees and employers in combating wage and social dumping; inspection actions held  by COPREVAS, which is a joint commission of employees and employers dealing with OSH, and working conditions and contracts in Spain, as well as the Agreement for safety in the construction sector concluded in Poland, which was presented by Małgorzata Koziarek of IPA.

The meeting also discussed the operation of inspectors of the International Transport Workers‘ Federation (ITF) and the enforcement of the global wage bargaining system under Flag of Convenience (FOC) in international maritime transport in three countries: Finland, Spain and Poland. The Polish practices in the sector were presented on behalf of IPA by Barbara Surdykowska.
