System pomocy społecznej w Polsce wobec nowej fali ekonomii społecznej: szanse i bariery

Autorka krytycznie ocenia funkcjonowanie pomocy społecznej. Służby społeczne okazują się nieskuteczną instytucją polityki socjalnej, niewydolną zwłaszcza w zakresie ograniczania problemu masowego ubóstwa i długotrwałego bezrobocia. Zamiast wspierać klientów w procesie reintegracji, pomoc społeczna uzależnia ich od udzielanych świadczeń i wzmacnia postawy roszczeniowe. Szansą na usamodzielnienie i aktywizację osób zagrożonych marginalizacją społeczną jest zmiana struktury świadczeń pomocy społecznej przez rozszerzenie zakresu środowiskowej pracy socjalnej z wykorzystaniem instrumentów ekonomii społecznej. Jak dowodzi Autorka, pomoc społeczna i ekonomia społeczna służą realizacji tych samych wartości, zasad i celów, a zastosowanie rozwiązań właściwych ekonomii społecznej umożliwia powrót do pracy i wzrost skuteczności działań pomocy społecznej. Wymaga to jednak - poza działaniami edukacyjnymi wobec służb socjalnych, służb zatrudnienia i samorządów lokalnych - reformy systemu pomocy społecznej.

The Social Aid System in Poland via a vis the New Wave in the Social Economy: Opportunities and Barriers

The author takes a critical view of the operation of social aid, pointing out how the social service institutions are altogether ineffective - particularly with regard to curtailing mass poverty and long-term unemployment. Instead of supporting their beneficiaries in the process of their reintegration, the social services nurture their dependency on hand-outs, ingraining the wrong kind of assertiveness. A chance for independence and activisation of persons at risk of social exclusion is presented in a rearrangement of the social aid structure in favour of more work pursued on the ground with the use of social economy policy. The author argues that, in their essence, social aid and social economy subscribe to the same values and principles as well as setting themselves the same goals, and that resort to solutions from the realm of social economy improves the effectiveness of social aid as well as enabling its clients to rejoin the workforce. This, however, requires not only educational efforts vis a vis the social and job services and local self government bodies, but also reform of the social aid system.
