Since the accession, new  Member States from Central Europe have tried to reconcile the need to adopt EU policies in the field of Justice and Home Affairs with the  desire to maintain historical neighbourly ties with the East. As Ukraine and Moldova are expressing  their interest in EU membership, the issue of unhindered access of their citizens to the Union territory takes on particular importance. The present study reviews the national visa policies of the Visegrad states that have been guided by both the EU and Schengen accession requirements and the maintenance of cross-border ties with non-EU neighbours. Specific recommendations are offered based on in-depth examination of the legal and institutional framework of current policies, interviews with ministry officials and consuls, and on-site  assessments by visa applicants.
